The legislation is meant to put the puppy mills and bad breeding practices out of business. It's definitely a step in the right direction. Using the word "adopt" or "buy" doesn't make much of a difference, they legally mean the same thing.... adoption just sounds better. Calfornia also does not allow dogs to poo in public unless they are in the dog park, and only there can you let them off the lead. Instead in the UK every verge and even private gardens are used by walkers as 'their' dog toilet. No exaggeration!
