Stop plastic bags totally, then people may wake up to the situation and take their own bags shopping with them. I haven’t had to purchase a carrier bag in years ! Can we get supermarkets to practice what they preach then please, stop blaming the end user. Tax makers of plastic highly in order to force them to find alternatives. Same with the car industry, tax them for road duty. If "single use" plastic bags are still in circulation, (we all know they're not single use ) tell people to bring them back to reuse... when they're too ratty to be used again exchange them for a new one until the old stock runs out.
